Russian Technical Regulations

(Basic Information)

General provisions on Technical Regulations.

  • Technical Regulations is a document (legal act) which establishes mandatory rules for implementation and enforcement of requirements to the objects of technical regulation (products, including buildings, structures and facilities, production processes, operation, storage, transportation, sale and recycling).
  • The concept of technical regulations imposed by the Federal Law on Technical Regulation from 27.12.2002
    • Technical regulations shall be adopted in order to:
    • Protect the life or health of citizens, property of individuals or legal entities, state or municipal property;
    • Environmental protection, life or health of animals and plants;
    • Prevent the actions of customer misleading;
    • Provision of energy efficiency.
  • Adoption of technical regulations for other purposes is not allowed.

 

Important extracts from the Law "On Technical Regulations"

  • Technical Regulations should include rules and forms of conformity assessment (including schemes of conformity assessment, procedures etc).
  • The mandatory requirements in regulations have a direct effect on the entire territory of the Russian Federation and can only be changed by making changes and amendments to the relevant technical regulation.
  • Not included in the technical regulations requirements may not be mandatory.
  • Technical Regulations are applied in the same way and equally regardless of their country and (or) place of origin.
  • Technical Regulations shall come into power not earlier than six months after its official publication.

    • Technical Regulations on safety of buildings Federal Law № 384-FZ of December 30, 2009.
      • list of national standards and national regulations based the mandatory compliance is provided was approved by the Federal Government on June 21, 2010 № 1047-p
      • requirements of other technical regulations can not contradict the requirements of technical regulations on the safety of buildings and structures
      • list of documents in the field of standardization based on  which on a the voluntary compliance is provided was approved by the Federal Agency for Technical Regulation and Metrology of June 1, 2010 N 2079
    • Technical Regulations on safety requirements for blood and its products, blood-substituting solutions and technical means used in the fluid transfusion therapy. Approved by the Government of the Russian Federation on January 26, 2010 N 29.
    • Technical Regulations on the Safety of machinery and equipment, approved by RF Government Decree of 15 September 2009 N 753.
    • Technical Regulations on the Safety of wheeled vehicles, approved by RF Government Decree of September 10, 2009 № 720.
    • Technical Regulations on safety of products intended for children and adolescents, approved by RF Government Decree № 307 of April 7, 2009.
    • Technical Regulations on requirements for automotive and aviation gasoline, diesel and marine fuel, jet fuel and heating oil, approved by RF Government Decree № 118 of 27 February 2008.

    • Technical Regulations on safety devices, operating on gaseous fuels approved by RF Government Resolution 11.02.2010, N 65. (Come into force from 1.01. 2011)
    • Technical Regulations on safety equipment for working in hazardous environments, approved by RF Government Resolution of 24.02.2010, N 86. (Come into force from 1.03. 2011)
    • Technical Regulations on safety of sea transport facilities, approved by RF Government Resolution of 12.08.2010, N 620. (Come into force from 12.08. 2011)
    • Technical Regulations on the Safety of Objects of inland waterway transport. Approved by the Government of the Russian Federation from 12.08.2010, N 623. (Come into force from 12.2. 2012)
