 Technical Regulation No. 139 Restrictions on the use of certain hazardous substances in electrical and electronic equipment.
According to the decree of the Cabinet of Ministers of Ukraine of 10.03.2017 No. 139 (formerly TR 1057), the Technical Regulation on the use of certain dangerous substances in electrical and electronic equipment became effective from September 11,
 Categories of electrical and electronic equipment subject to the Technical Regulations limiting the use of certain hazardous substances in electrical and electronic equipment:
1. Large household appliances.
2. Small household appliances.
3. Information technology equipment and telecommunication equipment.
4. Household electronic equipment.
5. Lighting equipment.
6. Electrical and electronic tools.
7. Toys, equipment for recreation and sports.
8. Medical devices (including medical products for in vitro diagnostics).
9. Monitoring and control devices (including industrial monitoring and control devices).
10. Automatic devices for dispensing and dosing products.
11. Other electrical and electronic equipment, not classified in categories 1-10.
According to the requirements of the regulations, the manufacturer must provide a declaration of compliance with the requirements of the Technical Regulations until the introduction of electronic or electrical products listed in it.
In addition to the declaration of compliance, you must complete the Technical file, which includes the following data:
o general description of the product;
o a draft design, production drawings and diagrams of components, assembly units, chains, etc .;
o the descriptions and explanations necessary to understand these drawings and the schemes and operation of the product;
o a list of fully or partially applied national standards and / or other relevant technical specifications that conform to the presumption of conformity of products to essential requirements and, in the case where these standards have not been applied, describe the decisions taken to ensure compliance with the essential requirements of the technical regulations. In the case of partial application of national standards, compliance with which provides a presumption of conformity of products to essential requirements, the technical documentation indicates their parts that have been applied;
o the results of completed design calculations, conducted studies and the like;
o test reports.
