EAC certification or EAC declaration according to TR CU 032/2013 has been updated

 On March 4, 2022, Resolution of the Board of the Eurasian Economic Commission No. 34 of March 1, 2022 was published. This approved changes to the list of products for which, in addition to a customs declaration, a certificate of conformity in form of EAC Certificate or EAC Declaration (or information about it) must be submitted in accordance with the Technical Regulation TR CU 032/2013 “On safety of pressure equipment”.

Some terms will be replaced

The first important changes concern the terms. The term "maximum allowable working pressure" is replaced by "design pressure" throughout the text of the list. This is due to the adjustment of its provisions to the requirements of the new edition of TR CU 032/2013 (entered into force on November 21, 2021).

Some sections will be clarified

The new edition contains a more detailed description of the purpose of containers (sections 1 and 2), pipelines and fittings (sections 6 and 7): it is noted that such equipment is intended for compressed, liquefied, gases and vapors dissolved under pressure.

In addition, according to the new requirements of TR CU 032/2013, a separate term "valve" is excluded from the list (section 11). Such products with HS-Code 8481 are added to the positions of the pipelines (sections 6 - 9).

Measuring devices will be excluded

Devices classified as measuring devices are also excluded from the list.

The list of devices to which TR CU 032/2013 does not apply will be supplemented

The list of devices that do not fall within the scope of the Technical Regulation TR CU 032/2013 is being expanded. Therefore, the technical regulation does not apply to:

  • Networks for supplying, distributing and draining water at a temperature of 110°C or less and supply lines in hydroelectric power plants and related equipment
  • Heaters and piping in hot water systems of buildings and structures
  • Equipment and accessories for fueling engines with gaseous fuels (compressed natural gas, liquefied petroleum gas, liquefied natural gas, fuel dimethyl ether) designed for use in wheeled vehicles
  • Piping systems and their elements

The new version of the list will come into force on April 3, 2022.
