Fertilisers are various substances used in agriculture to improve crop yields. They are designed to increase soil parameters and stimulate plant growth. Fertilisers must be registered with the Rospotrebnadzor before they can be sold.
Since 15.02.10, regulation No. 982 of the government has been in force, which requires an obligatory declaration for mineral fertilisers (feed diammonium phosphate, pesticides, etc.). The document does not apply to compost, manure and other organic substances, so they are not subject to a mandatory declaration or certificate of conformity.
Although the certification of fertilisers is purely voluntary, many fertiliser producers and suppliers are subject to this procedure. The document will confirm the high quality of the substance and its compliance with regulations and standards. Many purchasers wish to ensure that a certificate is available before purchasing a product.
How to obtain a declaration of conformity for fertilisers
In order to undergo a declaration or voluntary certification, it is necessary to register fertilizers with the Rosselkhoznadzor. This procedure is mandatory and should be taken at the earliest stages of compliance inspection.
CCC No. 299 defines the possibility for fertilisers to undergo a hygienic inspection, which may result in the issuance of an expert opinion on them. Article 12 of the Law on the Safe Handling of Agrochemicals and Pesticides specifies the requirements for a declaration. In accordance with it, registration data is entered in the certificate.
Laboratory examination, which is a requirement before issuing a certificate or declaration, will depend on the type of fertilizer. Mineral substances are of the following types:
potassium;
nitrogen;
phosphate;
complex.
Depending on the substance content, the latter type of fertilizer can be double and triple. The chemical composition of substances will determine the tests conducted with them and their parameters.
