A Letter of Rejection is an official document which, according to the legislation, states that the products provided for review do not relate to the objects of obligatory certification in the GOST R system. Such document is issued by the All-Russian Research Institute for Certification or certification bodies accredited by the Federal Agency on Technical Regulation and Metrology.

The Letter of Refusal is valid for the period of validity of the normative acts (orders or laws) on the basis of which it is drawn up, but some certification bodies issue letters with an indication of a specific validity period (usually 1 year).

There are two types of rejection letter:

For submission to customs authorities (only VNIIS issues the document). The text of the letter gives a reference to the shipping document under which the product was imported into the territory of the Russian Federation.
For the sale of products in the Russian Federation (issued by any accredited certification body). It is stipulated that the requested products can be attributed to a certain general type of products (according to the all-Russian classifier). The letter of refusal is issued by the head of the company, who has sent the request.
Most of the cases in which a rejection letter is required are based on the fact that it is impossible to determine the TNVED or OKP code for the goods provided.

A list of what is needed to draw up a rejection letter:

The HS code for the declared products;
Invoice (copy) with translation;
Contract (copy);
Registration certificates of the applicant's company (state registration, registration with the tax authority, statistics);
Name and surname of the manager of the applicant's company.
