Technical Regulation 004/2011 "On the Safety of Low Voltage Equipment" of the Customs Union, which includes Russia, Belarus and Kazakhstan, became effective February 15, 2013 in all three countries. At the same time, to ensure compliance with the requirements of this technical regulation applied to cable products, changes have been approved relating to the List of product standards, as well as test methods. The aim of the strategy was to ensure the compliance of TR ТС 004/2011 with European standards and directives taking into account the use of innovative technologies.

 

Application of declaration schemes when using low-voltage products (according to TR TS 004/2011)

 

Scheme 1D - for serially produced products, includes the following actions:

 

The developer forms a set of documents, conducts tests (in a testing laboratory or an accredited center), and registers a declaration.

 

Scheme 2D - for a batch of products (a single product), includes the following actions:

 

The developer forms a set of documents, conducts tests (in a testing laboratory or an accredited center), and registers a declaration.

 

Scheme 3D - for serially produced products, includes the following actions:

 

The developer forms a set of documents, conducts tests (only in an accredited center), and registers a declaration.

 

Scheme 4d - for a batch of products (a single product), includes the following actions:

 

The developer forms a set of documents, conducts tests (only in an accredited center), and registers a declaration.

 

Scheme 6D- for serially produced products

 

The developer forms a set of documents in which there should be a certified quality management system, conducts tests (only in an accredited center), and registers a declaration

 

In this case, the applicant may be a manufacturer, a member of the Customs Union or an authorized representative of a foreign manufacturer.

 

Features of registration of the declaration on TR of the TS for low-voltage equipment

 

For registration of the declaration for compliance with TR of the TS "On safety of low-voltage equipment" it is necessary to provide the following documents:

 

- technical description of the product (image, technical characteristics).

 

If you need to register for a game:

 

- Registration (certificates OGRN, TIN, codes of statistics);

 

- contract (contract) for the supply or contract for the performance of the duties of a foreign manufacturer;

 

- a certificate of quality from the manufacturer (if any).

 

Application of the standard

 

ТР TS "On safety of low-voltage equipment" can be extended to low-voltage equipment produced and used in the territory of the Customs Union. Electrical equipment subject to the technical regulations of the Customs Union can be used at a rated voltage of 50 to 1000 V (inclusive) with alternating current and 75 to 1500 V (inclusive) at a constant current.

 

TR TC 004/2011 can not be applied in relation to:

 

Electrical equipment intended for operation in an explosive atmosphere;

products for medical purposes;

equipment of freight lifts and elevators (the exception may be electrical machines);

equipment for defense purposes;

control devices for pasture fencing;

equipment used by air, water, land and underground modes of transport;

equipment of nuclear power plants, designed for reactor safety systems.

 

 

TR "On safety of low-voltage equipment" contains requirements for this type of equipment that protects life and health of a person, preserves property, and also prevents actions that mislead users (consumers) related to its purpose and safety.

 

Order of circulation on the market

 

Appeal on the market of low-voltage equipment is possible if it corresponds to such a document as the Technical Regulations "On the Safety of Low-Voltage Equipment". In addition, it must comply with other technical regulations of the Customs Union, distributed to this equipment.

 

Certification of cable products

 

The main task of certification of cable products is to conduct tests and obtain results that meet the standards.

 

Types of certification schemes

 

The technical regulation "On the safety of low-voltage equipment" provides for the availability of certification, carried out according to the following schemes:

 

- 1s - used for commercially available products. In this case, an accredited testing laboratory is engaged in carrying out tests and analyzing the state of production. The applicant may be a manufacturer or a person authorized by the manufacturer;

 

- 3с - according to this scheme, a lot of low-voltage equipment is certified, and product testing is conducted by an accredited testing laboratory;

 

- 4с - on it the certification of single products is made.
