The Technical Regulation was developed to establish uniform and binding requirements for light industry products and to enable the free movement of products within the Eurasian Customs Union.
The conformity assessment procedure and the conformity marking are provided for each product of the light industry.
The compliance with the requirements of the Technical Regulation TR CU 017/2011 On safety of light industry products is a prerequisite for successful access to the markets of Russia and the EAEU.

Until December 31, 2012, it was possible to introduce products of the light industry into the customs union, if the products met the requirements of national conformity rules such as GOST. From 2013 onwards only products certified or declared according to the TR CU 017/2011 may be placed on the market.

From the 28th of September 2016 onwards the following products are also subject to conformity assessment:
Detailed requirements for the products are listed in Annex I of the Technical Regulation TR CU 017/2011.
The period of validity of the conformity certificates, EAC Declaration or EAC Certificate is up to five years.
The products, which have been confirmed to comply with the requirements of TR CU 017/2011, are to be marked with the EAC marking of the customs union and be supplemented by the following mandatory specifications:
The information must be provided in Russian or the official language of one of the countries of the Eurasian Union in which the product was manufactured.
Placing products without corresponding marking on the market can be punished with a fine and confiscation.
The validity of the EAC declaration for products of the light industry is 5 years.
