2010年7月1日俄罗斯卫生证书停止签发通知！！取而代之的是俄罗斯政府的注册证书（certificates of registration）。
根据2010年6月29日俄罗斯官方公告，与食品相关的卫生认证被正式取消了。自2010年7月1日起，属于卫生-流行病监控的电子电气产品将不再需要申请卫生认证，取而代之的是俄罗斯政府的注册证书（certificates of registration）。
以前，除了与食品和饮用水相关的产品（如与食品接触的电器产品），一般笔记本电脑或是电脑屏幕（有辐射的产品）都必须要申请俄罗斯的卫生认证。由于卫生认证规范的产品范围比较模糊，部分没有屏幕的产品也常应厂家要求而提出卫生认证申请。
新的俄罗斯政府注册证书只规范与食品有接触的电气产品，已经在2010年7月1日前签发的卫生证书只能用到2012年1月1日。
根据规定，属于卫生-流行病监控、需要在俄罗斯政府注册的产品有：
1、矿泉水（天然餐饮、医疗及餐饮、医疗）、瓶装饮用水、用容器包装（包括婴儿食品中使用）的软饮料、酒精饮料（包括酒精）、啤酒；
2、专用食品，包括婴儿食品、怀孕和哺乳期妇女用食品、运动员专用饮食产品、生物活性食品添加剂、生产生物活性添加剂的原材料、有机产品；
3、使用转基因（基因）生物生产的食品，包括转基因生物；
4、食品添加剂、复合食品添加剂、调味品、作为调味料和原材料的植物提取物、微生物和细菌发酵剂、技术辅助物，包括酶；
5、化妆品、口腔卫生工具和产品；
6、杀虫剂、虫害和灭鼠工具（供家庭、医院及其他设施使用，除了在兽药使用）；
7、家用化学品；
8、有潜在危险的化学和生物物质；
9、预定用于饮用水供水的材料、设备、装置及其他技术手段；
11、儿童和成人个人卫生用品、不大于3岁的儿童产品、营养餐和营养品、儿童护理卫生用品、儿童服装；
12、预定与食品接触的产品（炊具、餐具、设备除外）。
