One GOST for three countries

Specifications of the Customs union will start to operate instead of national technical regulations – documents in Russia, Belarus and Kazakhstan since January 1st, 2012.

Moscow, Minsk and Astana have agreed about it last week. Thus, work on elaboration of  "modern GOSTs" which began in Russia in 2002, ended, hardly having begun, after all for today the State Duma has accepted only 24 Technical Regulations. It was initially planned to develop some hundreds such federal laws.

Technical Regulations of the countries entering into Common economic space will become a basis for working out of supranational specifications. The commission of the Customs Union together with business community will solve what documents it will be. It will be uneasy to do, because "local" laws often are developed taking into account climatic features of the "union" states. For example, „building" technical regulations of Kazakhstan consider that fact that third of territory of the country concerns to seismically active, in Belarus this problem is registered subsidiary.

Besides, often branch lobbyists are responsible for working out of specifications. For example, there is such technical regulation in Russia which forbids using powder components in milk manufacture, - thus we protect the market from "invasion" of an import powder at the dumping prices. And in Belarus dried milk, on the contrary, in honor - the drink made from it, can carry a proud rank of milk.

Also there was a compromise variant - to take for a basis for a writing of "allied" documents European Union technical regulations. But this idea has been rejected. European specifications are closely bound with the European law. And if to clean from these documents of sending to laws (for example, concerning responsibility for non-observance of Technical Regulations) they will lose sense.

However, national and "customs" specifications also can clash with each other. Therefore in Minpromtorg it is intended to enter a transition period which will operate till January 1st, 2012. At this time businessmen will receive the option - to use "local" technical regulations or the document of the Customs union.
