 TR TC 010/2011 "On the safety of machinery and equipment"
 
The technical regulation was developed in 2010 to establish common principles and rules of technical regulation on the territory of the Customs Union (CU), namely: design, manufacture, installation, commissioning, operation, storage, transportation, disposal, disposal and ensuring unimpeded movement.
 
TP refers to machines and equipment that are issued in circulation on a single customs territory of the Customs Union. Also, the regulation "On the safety of machinery and equipment" (TR TC 010/2011) covers machinery and equipment that represent a certain danger and / or used in hazardous production facilities.
 
There is a list of machines and equipment for which the effect of this technical regulation does not apply. These include the following machines:
 
Providing functioning of communication networks;
Used for medical purposes (X-ray, diagnostic, therapeutic, orthopedic, dental and surgical equipment);
Associated with the use of the radio-frequency spectrum;
Applied in the field of the use of atomic energy;
Wheel, sea and river vehicles;
Aircraft and spacecraft;
Railway structures and technical means used for railway transport and in the subway;
Attractions;
Armament and military equipment;
For exploitation by people with disabilities;
Agricultural and forestry tractors and trailers;
Drilling platforms.
Rules of circulation in the market
 
According to TR ТС 010/2011 the following rules of circulation in the market are accepted: machines and equipment are allowed to circulate on the market only under condition of successful passing of procedures of conformity confirmation, which are accepted by this regulation. Those machines and equipment that do not have a confirmation of compliance with the requirements of the technical regulations of the Customs Union should not be labeled with a single product circulation mark on the TC market and, accordingly, should not be allowed to circulate on its territory.

Confirmation of compliance
 
The procedure for confirming the compliance of machines and equipment with the requirements of the regulations can be carried out in the following forms: certification or declaration. Certification is carried out by a certification body, accredited and included in the Unified Register of Certification Bodies and Testing Laboratories of the Customs Union.
 
Declaration of compliance with TR "On the safety of machinery and equipment" is carried out on the basis of their own evidence or obtained with the help of the certification body (testing laboratory), also included in the Unified Register. All machines and equipment that are subject to mandatory certification and declaration are included in the relevant Inventories of TR vehicles "On the safety of machinery and equipment".
 
The only document that confirms the conformity of the machine to all TR requirements is a declaration of conformity or a certificate that has the same legal force and applies to machines that are produced on the territory of the vehicle during their operation and for each unit throughout the life of the machine or equipment. At the same time, the client can, if desired, replace the declaration with a certificate.
 
To assess the compliance with the requirements, the regulation on the safety of machinery and equipment allows for the following forms: conformity assessment and state control. To verify compliance, calculated, experimental, expert paths or the use of data on the operation of similar equipment are used. Methods of risk assessment are established in the standards of this technical regulation.
 
Certification of machines and equipment is carried out according to the relevant schemes, which contains the technical regulations "On the safety of machinery and equipment", they step by step are prescribed the procedure for the procedure. All tests of standard samples or single products are carried out by an accredited testing laboratory on behalf of the certification body. Upon completion of the tests, the relevant protocol is sent to the certification body.
 
At the manufacturer, the certification body conducts an analysis of the state of production, the results of which are formalized in the form of an act. The technical regulation "On the Safety of Machines and Equipment" allows issuance of conformity certificates for machines and equipment produced serially for a period of up to five years, for a released lot, the deadline is not established.
 
For carrying out the procedure for confirming compliance, the TP contains a list of standards, the requirements of which must be met by machines and equipment. Compliance with all these standards is mandatory.
